Re: Comments for the EIA for the Proposed” The BeachFront 2, Uswetakeiyawa 112 Units Apartment Complex”
Centre for Environmental Justice is a public interest environmental organization based in Sri Lanka established in 2004. We herewith send our comments to the above EIA under the request for public comments as per the section 16 of the Coast Conservation Act (No. 57 of 1981).
The area around the project site is residential. 279 households have been counted within 1km radius. Therefore during the construction period, people living in the area will suffer due to noise and vibration. As per SCHEDULE III (Regulation 4) of National Environmental (Noise Control) Regulations No.1 of 1996, the maximum permissible noise levels at boundaries of the land in which the source of noise is located in decibel by ‘A’ weighted scale (LAeq “T”) for construction activities during day time (06:00 to 21:00 hours) and night time (21:00 to 06:00 hours) are 75 dB(A) and 50 dB(A) respectively. However no estimated noise level is given in the EIA report. A complaint handling mechanism should be established to get the complaints from the community nearby not only for the issues related to noise, but for all the complaints including traffic issues.
